Orange & Rockland

Orange & Rockland (O&R) is a wholly owned subsidiary of , an electric and gas utility headquartered in Pearl River, NY. O&R and its two utility subsidiaries, Rockland Electric Company and Pike County Light & Power Co., serve a population of approximately 750,000 in seven counties in New York, northern New Jersey and northeastern Pennsylvania.

Within New York State, O&R delivers electricity to approximately 222,965 customers and natural gas to 128,555 customers.

O&R's service territory encompasses a thriving 1,350 square-mile region, principally residential in nature, with a broad base of commercial, industrial, agricultural and recreational facilities.

Commercial and Industrial Existing Building Program

This program is designed to encourage commercial and industrial customers to install high-efficiency equipment in their facilities.

The program tagrets Orange & Rockland commercial and industrial electric customers with average demand greater than 100 kW. However, all active Orange & Rockland commercial and industrial electric customers in New York that contributes to the System Benefit Charge (SBC) and are installing the energy efficient electric measures in an existing facility are eligible to participate in this program.

The program offers both prescriptive and custom rebates.

• Prescriptive rebates are financial incentives are designed to cover up to 50% of the incremental measure cost for installing high-efficiency heating, cooling, and ventilation equipment or for upgrading lighting, motors and installing variable speed drives (VSD). All VSD projects require pre-approval.

• Custom rebates is designed to offer customers rebates for cost-effective measures or projects that are not covered by the prescriptive rebates. All custom projects require pre-approval, engineering analyses demonstrating savings, and a pre-inspection to determine eligibility.

Background

On June 23, 2008 the New York State Public Service Commission (PSC) issued an Order establishing an Energy Efficiency Portfolio Standard (EEPS) for New York State. In this Order, all New York State utilities were required to implement a residential natural gas heating, ventilation and air conditioning (HVAC) energy efficiency program.

O&R will offer rebates to eligible residential customers who replace or install qualified equipment. The high-efficiency gas equipment must meet specific efficiency ratings.

The purpose of the program is to encourage customers to purchase and install higher efficiency equipment, thereby reducing the state’s overall energy consumption and encouraging wise energy use.

PRESCRIPTIVE REBATES

Customers interested in the prescriptive rebates need to complete the General Application and the applicable Rebate Applications and attach the work order and receipt. O&R will then review the application and equipment specifications for eligibility in order to process the rebate. Some rebates may require an on-site verification inspection prior to payment.

Customers interested in receiving rebates for customized measures need to complete the Custom Projects Application. All custom projects require pre-approval, engineering analyses demonstrating savings, and a pre-inspection to determine eligibility. Rebate levels will be determined using economic customer payback criteria based on New York State Public Service Commission guidelines.
